Outra coisa totalmente incoerente com isso foi que eu estava e estou até agora enfrentandk problemas relacionados a internet e as vezes vou até o gerenciamento de cartão sim e faço a desativação/ativação do Sim 1 para ver sa internet voltana funcionar, quando faço esse procedimento a notificação de correio de voz volta a aparecer, já foram 2 vezes que isso ocorreu e acabei de solicitar um novo cancelamento, que procedimento devo adotar visto que não tenho nenhuma garantia no momento de que isso voltará a ocorrer e que terei que ligar denovo solicitando cancelamento??

I use an app called Buzzkill to get rid of this notification. If I’m not mistaken, it’s a paid app, but I find it really useful for a variety of other customizations in this area of notifications.
I’m taking a different route: filing a complaint against TIM via Procon and Consumidor.gov (and if neither agency resolves it, then Small Claims Court), because everything points to bad faith on the part of the operator reactivating the voicemail service with the sole purpose of selling you a service (in the sense that the notification only disappears when the voicemail is listened to, which, if I’m not mistaken, is something that consumes credits) that you’ve already said you don’t want.
Besides TIM, Google is also to blame for not allowing Phone Service notifications to be disabled; the most you can do is ‘dismiss’ the notification (that’s probably what Buzzkill, suggested by @Miniboy, does, since disabling it completely would require root access to the device). Since Google won’t change this Android behavior through complaints or lawsuits, the way forward is to go after what’s more ‘reachable’, which is the carrier here in Brazil.
Here at home we never used voicemail on our phones, so it was a nuisance too.
Years ago I found out you could disable the specific voicemail notification channel (the notification channel, I think, arrived with Android 8.x), but later I even disabled it for my line and convinced some of the family to disable it as well.
Here I can give two suggestions: the right approach is @diegosilva’s because you already disabled the service on the line but the carrier keeps reactivating it.
The other possibility would be to see if via adb you can somehow disable this; you would only need the APK’s package name (package ID) that handles the telephony services and do a bit of digging to see if anyone has managed to force-disable at least this voicemail notification channel.
